1. BACKGROUND For the countrics of the WHO South-East Asia Region, shortage of rcsourccs is a major constraint in the pursuit of national health development goals. This situation is further compounded by inflation and global cconomic rcccssion. Competing demands from other priority sectors often result in allocations for low investment in health in national budgets. Therefore, building up and strengthening the capacity of Ministries of Health for mobilization of external resources is a critical step not only to meet the current resource needs and deficiencies but also to keep pace with thc accclcratcd dcmands for health care and development.
